I have the honour to acknowledge the receipt of Your Excellency's letter No.129/G of 28th. ultimo, forwarding correspondence with reference to the new dock proposed to be constructed by the Hongkong & Whampoa Dock Company, and in reply thereto, I beg leave to state that in my opinion there is no objection to the modification to condition 1, suggested by Mr.Gillies, but condition 3 as drawn up by His Excellency the General should certainly be insisted on.
